Published reports yesterday said that the Indian government has ruled that foreign retailers can open stores in that country that they own 51 percent of…though not just yet.

To this point, foreign retailers have only been allowed to franchise their operations in India. However, retailers such as Wal-Mart have been lobbying heavily for a change in the rules because they see the booming economy there as an enormous potential market.
